  1. Look at the box on "Educational Backgrounds of Bureaucrats" and the consequences of hiring employees with different backgrounds. Notice where the United States places in the hiring of college majors. Describe some changes in emphasis that might develop if hiring practices were changed. Would you favor some of these changes that might result?
