Click on "Publications" and find the article, "Conducting Community Surveys: A Practical Guide for Law Enforcement Agencies." What issues are important when law enforcement agencies conduct community surveys? What is the most often overlooked step when police agencies plan to conduct surveys? What methodology issues must be considered?

Next, check out the website of some local police agencies. Have any of the agencies conducted community surveys? Do they present the results of the surveys?

2) Many experts argue that external citizen review is an ideal method to monitor internal police agency investigations. Go to www.law.nyu.edu/mirskyc/uspohtml/index.htm and find the article entitled, "External Review: Citizen Review Mechanisms." What types of citizen review do the authors talk about? What are the challenges/obstacles to external review? How easy is it to measure the success of external review?
