Power and Control at the State and National Levels

This chapter examines the roles of federal, state, and local governments with regard to the funding of and control over education. The changing roles of the federal government in controlling education directly and indirectly are discussed. Current educational reform initiatives, such as accountability and high-stakes testing, are explored in order to address the origins and purposes of these reform measures. This chapter also looks at the role the federal government has played in decreasing acts of school violence. Finally, the issue of compulsory education is discussed.


Following the completion of this chapter:
  • The learner will understand the relationship between federal, state, and local governments and the control of education.
  • The learner will be able to discuss the advantages and disadvantages of current school reform initiatives, such as accountability and high-stakes testing.
  • The learner will be able to describe the steps that the federal government has taken to address the issue of school violence.
  • The learner will be able to identify and discuss the purposes and reasons for compulsory education.
