What behaviors do and do not constitute discrimination? This isn't always an easy question to answer. In France, for example, female Islamic students may not be allowed to wear scarves in the public school system, in order to maintain separation of church and state. Some people view this ban as discriminatory behavior designed to control France's burgeoning Islamic population, however. Visit the About.com page on Islam (islam.about.com/cs/currentevents/i/france_hijab.htm) to explore this controversy. Read the article entitled "Hijab in French Schools," and answer these questions.
  1. The proposed legislation makes a distinction between highly visible religious symbols, which would be banned, and less visible symbols, which would not be banned. Do you agree that this is a meaningful distinction?
  2. In your view, what is more important: the ability of Islamic women to follow norms about covering, or eliminating religious symbols in public schools?
  3. Were you aware that Muslims make up such a large percentage of the French population? From what part of the world do most of these French Muslims originate?
  4. Do you agree with criticisms that the proposed legislation is discriminatory against Muslims?
