THE BEAT OF OPTIMISM
The Membertou First Nation on Cape Breton Island was near bankruptcy several years ago, totally dependent on the federal government for financial support. Chief Terry Paul decided to offer an opportunity for those who had left the reservation to return and give back. The first Membertou law school graduate returns and heads up the effort at revitalization.

Now the reservation is bustling with construction, new homes, new businesses, and a job for just about any band member who wants one. Even some non-Natives go there for work. This year, the reserve will put more than $160 million into the economy. Membertou has become a Native success story like no other.
