Write a summary lead based on the following information, which is from The East Valley Tribune, a daily in suburban Phoenix.
     Tempe is planning a series of spring outdoor hikes.
     The hikes are being sponsored by the city's Community Services Department.
     The first one will be on April 25.
     It begins at 9 a.m. at Papago Park.
     The hikes are for the disabled.
     They are geared for the educable and
trainable mentally disabled, age 6 and older, whose physical disabilities do not impair their ability to do physical activities.
     Hikes will be about 2 or 3 miles long and will last an hour or two.
     The fee is $3.50.
